Subdistrict Institutional Strengthening in Bandung Regency of West Java Province

Abstract


Kelurahan (subdistrict administrations) located in Bandung regency should have institutional strengthening in order to avoid what happened in other regencies where their subdistricts asked to return as desa (administrative village). Subdistrict institutional strengthening can be done by improving human resources of its apparatus to be reliable and professional in performing their duties and functions to serve public, increasing the budget, optimizing and repositioning lurah (head of subdistrict) as assistant of camat (head of district) that eliminate the concept of “delegating part of authorities from bupati (regent) to lurah, improving facilities and infrastructures for public services and training and development for lurah and staff. Strategy and mechanism implemented by local government of Bandung regency in institutional strengthening after the enactment of Law No.6/2014 on Administrative Village and Law No.23/2014 on local government is by comprehending the concept of organizational reconstruction, subdistrict institutional strengthening by organizational empowerment in public service, subdistrict institutional strengthening by organizational development, subdistrict institutional strengthening with concept of Pelayanan Administrasi Terpadu Kelurahan (PATEK) (Integrated Subdistrict Administration Service), subdistrict institutional strengthening with concept of organizational development as The Second Home, subdistrict institutional strengthening with concept of Kelurahan is the place for stop complain to zero complaint, subdistrict institutional strengthening to support district in developing ODOV-OVOP by strengthening the village and to support district as city manager by strengthening subdistrict.
